Drills and emergency plans at nuclear power plants

The main goal of the nuclear sector is the safe operation of nuclear sites, which must be guaranteed by taking all available measures. One of these measures is the prevention of emergencies and incidents.

Drills and emergency plans are essential for safety at nuclear power plants. Through meticulous preparation and regular practice, the goal is to ensure quick and coordinated responses in the event of an emergency, minimizing its impact on people and the environment. These efforts reflect the nuclear industry's ongoing commitment to safety.

Unification of guidelines

Nuclear sites in Spain must adhere to the guidelines set by the Nuclear Safety Council (CSN). Safety Instruction IS-44 (in Spanish) establishes the requirements for planning, preparation, and emergency response at nuclear facilities. This document unifies the fundamental aspects that nuclear site owners in Spain must follow to properly manage an emergency at each stage of the site's life, and consolidates all necessary actions for proper emergency management through emergency plans and drills.

What are emergency plans?

Nuclear sites are designed to prevent all types of accidents that could affect people and the environment. To guarantee this, emergency plans for any potential incidents are established. The goal is to control the incident, return the plant to a safe condition, and protect the population and the environment.

Emergencies can be internal or external. Internal emergencies generally pose no risk or consequences to the outside, while external emergencies can affect people and the environment. Different types of emergency plans exist to cover all these eventualities, starting with the Basic Nuclear Emergency Plan.

Basic Nuclear Emergency Plan (PLABEN)

PLABEN is the guide containing the essential standards and criteria for the preparation, effective implementation and maintenance of the effectiveness of the response plans for situations with a serious public risk, catastrophe or calamity that could arise from accidents in nuclear power plants in operation or in shutdown situation, as long as they store spent fuel.

The plan sets down the basic rules for nuclear emergency planning and defines four categories of hypothetical accidents in increasing order of severity:

  • Category  I: Abnormal events that must be reported to authorities, but are not expected to release radioactive materials to the outside. No protective measures are required. A pre-alert is issued.
  • Category II: Events involving a real or potential degradation of the site's safety level, possibly causing small releases of radioactive material confined within the site. There is no danger to the outside. An emergency alert is issued.
  • Category III: Events with significant real or potential failures of vital safety functions that may result in small releases of radioactive material outside, albeit in very small amounts. No short-term protective measures for the population are required, although food chain measures might be necessary. An on-site emergency alert is issued.
  • Categoría IV: Events involving significant real or potential failures that could release radioactive material into the atmosphere and require immediate protective measures for the population outside the facility, including evacuation. A general emergency alert is issued.

PLABEN outlines the response to nuclear emergencies at two levels of planning: Internal Emergency Plans (PEI) and External Nuclear Emergency Plans (PEN).

Internal Emergency Plans (PEI)

Internal Emergency Plans are the responsibility of the nuclear plant owner and are regulated by nuclear and radioactive facility regulations. Each plant has a specific PEI listing actions, measures, and responsibilities to mitigate the consequences of an accident, protect personnel, and notify competent authorities. PEIs also establish actions to assist in protection interventions outside the site per PLABEN.

External Nuclear Emergency Plans (PEN)

External Nuclear Emergency Plans are the responsibility of the State Administration, in collaboration with other public administrations and nuclear plant owners and operators. Their purpose is to prevent or mitigate the adverse effects of ionizing radiation on the population and the environment. These plans are based on PLABEN norms and assign responsibilities to public entities in civil protection, public safety, health, and radiological protection, with the collaboration of the site's owners and operators.

The external emergency plans for each plant, based on location, are as follows:

  • PENBU: Santa María de Garoña (Burgos).
  • PENGUA: José Cabrera & Trillo (Guadalajara).
  • PENCA: Almaraz (Cáceres).
  • PENTA: Ascó & Vandellós II (Tarragona).
  • PENVA: Cofrentes (Valencia).

Additionally, there is PENCRA (Central Level Emergency Response and Support Plan - link in Spanish), which establishes coordinated action mechanisms to facilitate special national support and, if necessary, international assistance to the Nuclear Emergency Plan director.

PENCRA allocates resources, establishes intervention and support groups, and designates responsibilities within the affected facility as well as through the Government Delegation of the corresponding Autonomous Community or the Government Subdelegation of the province where the plant is located. Five operational support groups are established:

  • The Coordination and Technical Assistance Group
  • The Logistics Support Group
  • The Medical Group
  • The Public Safety and Order Group

In the event of accidentes with international repercussions, Spain has rapid notification agreements with the European Union and the International Atomic Energy Agency.

What are emergency drills?

To ensure the proper operation of emergency devices and personnel training, periodic internal and external emergency exercises and drills are conducted.

These exercises simulate a scenario starting from a hypothetical anomalous event (loss of electrical power, release of radioactive material, aircraft accident, fire, earthquake...) that deteriorates until it necessitates an emergency declaration.

As if the event were real, communications and emergency groups are activated to check response capability, communication agility, and the effectiveness of data transmission systems.

Periodicity of the drills:

  • Internal Emergency Plans (PEI): Annually at each nuclear site.
  • External Emergency Plans (PEN): Annually for partial drills and every three years for general drills.
  • Partial Exercises: With varying periodicity, depending on the facility, to verify personnel and equipment training.
